The difference is in sequence.
After page is loaded, it can be still changed before it is shown to the user.

The problem may be caused by:
1) Event was not saved (all information was entered but Add event icon was not pressed)
2) Event was saved but element's event is displayed only when element is on focus, so maybe some other element was selected and Events tab was empty for it.

There is some problem with project template in new builder. It will be fixed soon.
For now, you can create project from project template in Flash-based builder
