Is there a way to either:
Export a project, including the sizing grid, so that it could be sent to an offsite development team so that they do not need access to Tiggr...
-- or --
Allow other users to have READ ONLY access, so that accidental/intentional changes are not made to the project?

1) You can send them HTML bundle or a link to the a Web Preview.
To send the bundle, on Projects page select Options/Export to HTML bundle. It's full and complete HTML version they can run locally. Or, just send them the link to Web Preview. Select Web Preview/Share. Let me know if this helps.
2) It's a good feature to have, we already have plans to add it.
