but there is no Facebook Publishing API plugin on the new builder.
I remember seeing, Facebook Publishing API and Facebook API under plugins before the builder was updated but now there is only the Facebook API plugin.
how do I add the Facebook Publishing API plugin on the new builder?

I am sorry to have to tell you, but this plugin was deleted from the list of plugins which are going to be updated and won't be published again in the nearest future.
Facebook has changes their Graph API a lot and in fact plugin needs to be created from scratch.

That plugin contained nothing supernatural, it used Facebook API. You can use it yourself, please find documentation and examples here:
