Opening Android Tel Links with Libraries v2.3

I posted a while back about having trouble launching tel links in Android (https://getsatisfaction.com/apperyio/...)

I received some helpful information about installing Cordova plugins, but the app in question is using Libraries version v2.3 and doesn't allow the installation of plugins. We tried seeing what happened when we moved up to Libraries v3.1 or v4, but it completely wrecks the UI so that doesn't seem like a viable option.

Is there any other way we could work around this to launch tel links from android?
