I only have 2 projects. Both fail to open. I backed up Reliability. But I don't see a button to restore.
I also created a new app called "TestMe". When I attempted to create, I got the same blank screen.

I found the restore button. I played with it a few times and it didn't make any difference.

If you have this issue with all of the projects then restoring from backup won't help. The problem may be with an Internet connection or some 3rd party programs, such as firewall. Could you please check the access to your projects from the different computer?

I was able to open the app using a different internet connection and a different laptop.
Looks like I will be doing my app work on this connection/computer combo.
