I want people's opinion about releasing an "update" vs a "new app"

I've been really happy with Tiggzi and we're getting close to being able to release our app. This app is basically a complete rebuild of an existing app and one that has received both good a bad reviews from Android users. Basically, people who gave the app 5-star loved the idea of the app and didn't run into troubles. However, the older app had stability problems and we received a significant number of 1-star ratings from frustrated users where the app bombed on them.

The new Tiggzi based app is MUCH faster (especially when combined with parse.com) and MUCH more stable. I want to thank the people at Exadel for this excellent platform...

So... here's my question. My older app has over 13,000 downloads, but mixed ratings (3.1-star average, but made up mostly of 5-star and 1-star ratings).

Would you put out a completely new app (clean record of no ratings yet with no downloads yet) or just make this a new upgraded version (the advantage is I still keep the significant number of previous downloads, but still carry some of the older 1-star reviews that the new app won't deserve).

What would you do? Just interested in hearing opinions... that's all...

I would consider advertising the new version within the old version...
