Push Notifications question

Hi,
I am new to appery.io and was trying out the Push Notification project from the 'Getting Started' tutorial. I was stuck where it says I need to go to the Apps Id page to enable Push Notifications for iOS devices.
My question: Is a subscription to the Apple Developer Program mandatory to test and construct projects involving Push Notifications?

Hello! To send notifications to iOS devices you must have certificates and provisioning profile to build app, so you have to be signed up for Apple Developer Program
