Unable to add NavBar component

I am unable to drag the navbar component into a page on the following project:

Please can you advise why it is not letting me add this component?

You need to enable header or footer on the screen (screen properties "Show Header", "Show Footer") to be able to drag NavBar there.

Yes that works. I didn't realise that you could only add it to the header or footer, I thought it could be added to the content area as I have the header and footer turned off in this particular project.

That's how jQuery Mobile works - not our limitation.
