As for In-App purchase - we used WAC API payment. We still have a plug-in for them,but I'm not sure as for the actual status of the API.
I am looking at tiggzi tutorials and trying to find out how to go about getting payments in-app.
Is there any info on the tiggzi site on using http://www.wacapps.net/payment-api ? i.e.- tutorials etc? For that matter, are their any other payment processing examples?
Also, generally speaking with regard to wac, I have never paid in-app for anything. How accepting is/will the average mobile owner be of getting charges on their phone bill for purchases?
Hello! Tiggzi is a cloud-based mobile app builder. You build HTML5 and hybrid apps (PhoneGap). You can really build anything you want (anything the browser will support). Any service that exposed as REST API, can be used in building your app in Tiggzi.

I've never paid in-app for anything too so I'm not aware about that, I'll try to update with more info.
Regarding to your last question - it depends on the API and/or the carrier.
