How to build simple app can find event nearby with current location ?

For example ., event/program/activity at location A., who in nearest or nearby at location can see information about that event/program/activity..

You need to run a service every 1,2 or 'your_number' minute(s) that searches in DB event/program/activity by the current location of the user.
