Header and footer fixed? Can it be done?

Hi,
Thanks Marina for your response. Actually, that is not what I am looking for.
Say you use your phone and you see the header, then you start scrolling a long list, then the header will be gone; it will scroll with the list out side of the screen viewable area.
If you see most apps, the content is scrollable, but the header alway remains fixed, in the same place.
Can this be accomplished?
