changing background in CSS

Yes, I still have the issue. I do understand what hover means. How much longer is this going to take????
It does not work, it does not change colour and it does not load images, as per my first question.
Also, the fact it does it on hover is useless. You do not hover on a mobile app. If you cannot do it, or you do not know how, please just say. This has taken over a day now.
