Well, it's not changing. I must be missing something. I have shared the project with support so you can see why it's not applying.

In your CSS you have .testNavbar selector, but you didn't assign this class to component. So there are two ways:
1) for ClassName add testNavbar;
2) in CSS use .mobilenavbar1 instead of testNavbar
