I did a test on a new page, and added a carousel with just one empty image, then on click event navigate to other page,,,when returning to the carousel page, it takes 4 seconds for the carousel to appear

Please specify how do you populate your carousel?
If you populate it with service on "page show" event you need to use "page load" event instead to prevent reload carousel every time you visit this page.
Also if you can not manage to fix this problem please give us your app public link and describe steps to reproduce your problem.
