We take a copy of your file and remove first 3 characters and then upload again by the name TEST1.html, after that download, there are no odd characters. We do it at our collection, and try to reproduce at your database - no success. I don't delete file from your collection, you can see that by yourself http://gyazo.com/df2404625a47dc27a19c...
Could you please try to reproduce again? Maybe you miss some steps?

Thanks for looking at this. I did the same as you but used notepad to edit instead of VS Express. This seems to have worked as the 3 characters were not uploaded.
