You are right, there no way to add that GCMIntentService into the app with a libraries version 3.1

Hi,
I have submitted the app with v3.1 and the build-in resource contains Cordova Android 4.1.1.
I got below message from google after submitting the app:
Your app is using a version of Apache Cordova containing one or more security vulnerabilities. Please see this Google Help Center article for details, including the deadline for fixing the app.
