I want to export my project to windows platform, but it requires a publisher id. Where should I get the id? Thank you.

Now that I have a publisher id, how do I test the app prior to submitting it to the MS App Store? I tried copying the .xap file to a Nokia 920, hoping to see "Install Local App", but didn't find it.
