I am updating my theme from the project view and its not updating when I run the app. When I looked at the Source view I noticed that the SterlingIT.css file is different from my SterlingIT theme as per attached screenshot. This used to be in sync, can you please tell me how to make sure it is?

Hi, yes I did save the theme file but it doesn't save the one under web resources. How do I find my public link?
Please see attached screenshots. The first is at runtime and the 2nd at design time. The colours are not matching?

If you edited file on Source tab, then all changes in builder won't be applied on Preview. You would need to delete this changed file on Source tab and restore it as follows:
