I need someone who can use apigee to convert an xml feed to a restful json...

You can contact their consulting services team and any of the employees monitoring the forum can provide contact information. I believe they sell services in blocks of $500. (that may have changed)
I've also been working with several members here on miscellaneous projects You can contact me using the email on my profile. I don't have a minimum block and of course it's always free to chat 'what if I needed....".
