I have completed my app which doesn't require any backend services. I can't continue to pay the $30/month but I may want to make updates in the future. Can I suspend my account and then re-active in the future to make updates?

You may choose to cancel your subscription now and your app will continue working (with no backend services) but your project will be deleted within 60 days of the account becoming inactive.
Another option is to create a backup of your project and then recover it in a new account. In this case, please be aware that backups are not available for Basic plan users, so, you may have to upgrade.
