How to push notification to device (android or ios) programmatically

Hello,

I follow your Push Notification tutorial and I get it to work.
I was able to push some notifications from the "Push Notification" console to my android device.
Now, I would like to do the same but from another device or server code. I guess something like accessing the PushNotification API or something like that.
Is this possible? if so, do you have an example or tutorial for it.
