why is there no BILLING permission listed?

Could you please be more specific, what are this permissions for?
when you export for android you need to set permissions which are in project/app settings/permissions,there should be a permission here for BILLING which is for IAP, in app purchases. why is there not?

You can find it on Source tab - Android folder - 'app name' folder.
