How can I setup a scrolling banner ticker in footer to display news feed through api connection?

If you ever get a chance to watch CNN news you will see at the bottom of the screen a Scrolling News Ticker with news updates. See attached image

The News feed would be through an API connection. Thanks.

You would need to look for and use some appropriate phonegap plugin for these needs.

After I download the plugin, do you have instructions on how to add it to the Footer and apply an API connection to it?
