Header and footer fixed? Can it be done?

Is there a way to make the header of my pages to be fixed?
I want just the mobileContainer to scroll and header and footer to remain in place.

In Properties for Header and Footer set Position as fixed.

It's already set to fixed, yet when I scroll header moves:

Hi... I laready installed it in my iphone and the same happens. The header moves along with screen content... I want it to be like all other apps where header remains. is there a way with css to make the header fixed? Not to move?
