I can't open the app builder but I can access my databases and test the app. Tried on two web browsers.

I got it to open in incognito mode on chrome.

Thank you for informing us about this behavior, we still trying find and fix this bug.

So - it's fair to say the builder is down until we get notified ?

I would think your assumption is correct according to the builder page.
