1) timeZone - is the offset in minutes of time zone, so it should be not +5.5 hours, but 300 minutest (5 hours) or -300 minutes (-5 hours)
2) useDeviceTimeZone shouldn't be empty, there should be true or false
3) scheduledTime should be exactly this format pre2013-11-07 10:25:12.000/pre
