What is the difference between iPad vs Mobile App or Web App?

I understand the difference between Mobile and Mobile Web. Mobile has native support whereas the later does not.

I just want to confirm that the iPad option is merely layout. And if so, couldn't we just select Mobile and change the layout and screen resolution?
