changing the wallpaper on the home screen of the phone with an app

I'm making an app that can change the wallpaper on the phone. How do i assign an image to be the wallpaper for the mobile phone?

In Tiggzi builder you start with HTML5 mobile app (+ PhoneGap for hybrid apps) The browser doesn't have access to changing the phone's wallpaper. Nor I think PhoneGap has such API.
