Loading a picture from a mobile folder

I know how to get a picture from url.
but how do you get a picture from the mobile itself?
What i try to make is an app that can work offline.
so the pictures i use need to be in the app itself or be able to load from the mobile.
is this possible? If yes how?
Just a general question. Do i miss some documents where this all is explained?
If yes. please tell me where i can find this. Then i do not have to ask for everything i want to do.
I have found the examples and get started. However many things i like to do is not explained in there. or am i wrong and just do not look good?
