do i need to create separate projects for ipad and iphone

Hi
if i want to develop app should work on iphone and ipad acuuratly,
do i need to do develop two different projects one iphone and another for ipad.
as i am seeing lot of discrepancy in images , font size etc,, When i view in iphone it looks great , but when i view in ipad, i am seeing lot of empty space/gap after the text, image
as i have 320by480 screen size , and adjusted images according to that layout only.
how can i make my app to work accurately on both iphone and ipad Or do i need to develop another app for ipad?
please advice
