Problem while building using Eclipse

[2013-02-12 15:37:58 - CaptureActivity] Unable to resolve target 'android-12'
[2013-02-12 15:37:59 - PhoneGapActivity] Project has no project.properties file! Edit the project properties to set one.
i tried to fix i using "right click on the proje -- Android Tools -- Fix project Properties"
But still giving error
