background image and external image

Hi, I have a couple of questions.
I am struggling with the following: (Android (tablet) app.)

I want to use a full image as background on top of that image I want to create image buttons. (how can I work wit layers?)
I want to create (dynamic) external images. I have found the User-defined resources in the app settings but how can I display external (URL) images?
