Im new to Appery, and I'm a little confused as to how to export to IOS. I understand I have to be part of the web dev apple something or other to put in App store, but im interested in the Web resources download. Can i put it on my phone like that?

Just Web resources won't work on your phone.
Or you can publish you application on Appery.io hosting and access it via mobile browser:
