Google API questions

Hi,

1.My "Event app" will consist of a Google Map showing the location of the currently event or events. (example Concerts)

2.I will like to send a push notification to the users near the event area to remind or aware them of the upcoming event.

Big Question: How can i make this possible?

My thoughts:

Create a DB and map it with the google map so locations pointers will show up on my map.(That will be for users to see if there is any events near them or to locate them)

Create a tracking app so will notice user locations and send the push notification only to an specific user or users within the area of the Event.(This will be for users that are near the location of the event)

I don't know if my thoughts are the best choice, please advice.

How i can send a push notification to a users or group of users depending of their locations?

You can obtain user coordinates this way:: http://devcenter.appery.io/tutorials/... , and search for events nearby, using parameter nearSphere: http://docs.mongodb.org/manual/refere...
