deleted project is still counting in system

I created test app and deleted it. After that i see in system 1 app, but i deleted it and i can't look in it. And i cant create new app.

I found problem:
I use IE 9, and service is working with errors in it.
Switched to Firefox and it's alive

Chrome, Firefox, Safari or IE 10.
