what can i do to install xap in windows phone?

Hello sir,
I am new developer. iphone and android is working nice. But windows phone xap build but it is not installing in windows. I want to buy publisher ID. But it has not enough document for buying publisher ID and install xap in developer mode.
how can i do it?
Please help me....
