problem with Weinre Debugging

I checked Weinre debugging in app settings, clicked on the link I was given and got the following error:

Debugging is disabled in App Settings or according to subscription restrictions

Well I know it is enabled in app settings, so what does it mean "According to subscription restrictions"?
