Keep header and footer from sliding in & out

Every time I click on a control, the header and footer either slide in or out. Where do I control this behavior from?

Please follow these steps:
1 Open your page in design mode.
2 Activate the page by clicking on it. http://prntscr.com/41hpiq/direct
3 Properties right side bar will display header properties.
4 Find "Position" property and set this field value to "inline". http://prntscr.com/41hq6c/direct
5 Do the same with footer component.
