Binary app for Android - where is the App Settings screen?

Hello,
I'm ready to publish to Google Play. On the appery support pages it says that I need to "“check 'Release' in App Settings Android binary. "
I found another help page with a screen shot.
My problem is that I can't find this screen!! How do I navigate to it? I can't even find the App Settings screen.
