Not the best fit for this particular app. When you build an app in Tiggzi, you build a mobile Web app (you can also build a hybrid app). The app is built with jQuery Mobile, HTML5, JavaScript and CSS. So, it's not exactly Tiggzi, but it comes down HTML5, JavaScript - don't yet support this sort of functionality. For a video chat app - you would want to build a true native app. Hope this helps.
