Loading Project Wait Period

I notice when I select the ApperyIo test app I am developing on my cell phone the "Loading Project" wait icon appears for a while before the app comes up.
What is happening during this time?
Is it downloading the html code from the mobile web site that is created with the app?
If so, what parts of the app can I update so that it appears immediately the next time I open the app and I don't have to re-submit the app to the iPhone App Store to see those changes ?
I'm a newbie, please forgive my naive questions.

Hello!
If you didn't add any external resources (CSS, JS, links to images) it's loaded and rendered locally.

So, if I add a css page and a js page to my project, will they be loaded from the mobile website?

No, they will be loaded locally, from the app.
