Plugin not under plugins

I created a plugin. It has been removed. Why?

If I go to the list of plugins I can see it but when I try to access it from an App it does not show in the plugin listing?????

There it is registered under plugins. Even shows that I have used it before.

Please clarify for what platform you've created initially this plugin and in which builder are you trying to open it?
