How to send notifications (push) to the device?

I want to send notifications to the user (iOS and Android) is it possible? how it works? there is a way to bind notifications in to a queue? Is there a way to register a push service?

It's something that could be added by the developer (via custom code). Our builder doesn't provide any push notification components/features yet. It is planned.
