Vertical Scroll bar

I am facing an irritating issue which I am unable to resolve. The screen is having two scroll bars to the right. One completely outside the container and one inside the mobilecontainer.
While designing there is no scroll bar. The screen mainly has a List which gets populated with contents from a REST call, so the List will contain around 20 items during run time. I can understand the scroll bar outside the container, which makes sense as the screen has become big. But why this scroll bar inside the container.
And the most interesting part, it just started appearing, it wasn't there till yesterday

In which browser do you test this? Try on the actual device where the app will be running - you should't have any bars in a mobile browser.
