text area + buttons in the footer

Is it possibile to insert a text area and some buttons in the footer ?
If It is not , is it possibile to insert a grid containing the text area and the buttons and then add a custom css? In this case how the cos should be ???

You can insert a NavBar or a Button inside the footer.
