Error: "Requests quota reached" adding the first record to the Database Users Collection

Received error: "Requests quota reached" when manually adding the first collection record (new user), using the Databases tab, to the user collection (appery default). This is a new database and no other databases exist (new appery account). No records in the user collection to start with.

My account is part of a team (standard plan withe 2 users). The database has been transferred to me and my account subscription cancelled (by me). If I try to access the database from my account I get the message "Looks like you need to add Backend Services plan." The images below are from the other user account.
