Adding tooltips on hover in Jquery Project

Hi,

I'm creating a webapp that will be also used on desktops.
I want to ask whether is there a way to add tooltips when a user hovers their mouse across an item (Input box, button, etc)?

There should be some jQuery libraries which you can connect and use in your app for this.
