Need help in geofencing

I have run through all of the related topics but cant find a working solution.
can anyone help me in geofencing please? i tried to google about geofencing for weeks, but unfortunately i still cant find the solution.

i want to create a boundary which is a virtual perimeter fence around the marker that i had set as shown as the image below.

is there any reference i can refer to create the boundary as shown as the image?
