deviceID not automaticcaly registered

The deviceID is not written automatically to devices database as it should ( yes, i do have push notifications settings).

I have tried all the suggestions such as de-linking/re-linking database, then re-exporting the app and re-installing to device ( an Android 2.3.4). I noticed that the android permission my app presents to the user during install does not include deviceID- could that the problem? If so, how would i add it, since that permission is not available as part of the export permissions in appery.io export?

Made sure the application was using the app certificate generated from appery.io, but still no luck.

deviceID not automaticcaly registered

When i re-installed( updated already installed up) the app on the device, the deviceID was written to the database.
So this is what seems to be happening:
1) First time install, the deviceID is not written to database.
2) Second install ( an update), the deviceID is written.

Can you explain why?
Device is running android 2.3.4
