Hi, new to Tiggzi. Would like to know can Tiggzi develop app similar to the following interface?

In short, the Scrollable (up and down) Navigation (Categories) button with background image as decoration.

But this is another issue, not same as the developer marketplace issue. I would like to know can Tiggzi do what I need. If yes, then I will use Tiggzi to develop. If not, then I have to move on to other app builder.

Yes, not the same. Sorry:)
You can do that with Tiggzi - on your screenshot it looks like List element. You can add background images for List items with JS
